What the term means
Under design and build, one appointed party both designs the cleanroom and carries out the works. The alternative is to have the design done first, then put that finished design out to several parties for pricing.

Which route suits you
If this is your first cleanroom, or the product is regulated, or the budget is tight enough that you need to compare prices properly, designing first and tendering second usually serves you better. One thing does not change
